Significant commitments were made in the Ontario government’s 2017 Long-Term Energy Plan to enhance Ontario’s net metering framework. Proposed regulatory amendments and a new regulation have been posted for comment on the Environmental Registry. These are intended to:
• Enable third-party ownership of net-metered generation facilities and virtual net-metering demonstration projects; (This amendment will help facilitate the IESO’s development of a program to support the deployment of innovative distributed energy resource projects. This initiative is part of the IESO’s LTEP Implementation Plan, which the IESO is currently seeking input on through a stakeholder engagement.)
• Adapt and enhance the existing energy consumer protection framework to support the introduction of third-party ownership arrangements; and
• Ensure that prescribed types of renewable energy generation facilities are sited appropriately.
