The Independent Electricity System Operator and the New York Independent System Operator (NYISO) announced in early September that they have signed an agreement that facilitates the trading of capacity from Ontario to New York. To ensure reliability in Ontario is maintained, only capacity that is determined by the IESO to be above required reserve levels, over a defined period of time, could be exported. By allowing capacity to be traded with another jurisdiction, the IESO said, “this agreement enables facilities to monetize capacity that is not required for Ontario reliability, reducing costs here in Ontario; provides an alternative for facilities that would otherwise idle or shut down; and improves the efficient utilization of assets on a regional basis.”
