Experts and participants in capacity markets were joined by 130 stakeholders at an information session recently hosted by the IESO. The session helped attendees obtain a better understanding of how capacity markets operate in other jurisdictions. Eugene Meehan, Senior Vice President, and Jonathan Falk, Vice President, from NERA Economic Consulting, delivered an informational overview of capacity markets and how a capacity market may benefit Ontario.
Robert Ethier, Vice President of Market Development at ISO New England, delivered a presentation on New England’s experience with a capacity market. He indicated that, in general, the market has been very successful. Specifically, the market has been effective in meeting demand and reliability standards, in procuring resources in a cost-effective manner, and in generating participation from a diverse set of resources.
A panel discussion with representatives from both the generator community and demand side shared their experiences and some of the lessons learned in designing their capacity markets including some of the regulatory considerations and opportunities for demand response and generation resources.
